Phil’s recent communication prompts me to elaborate on the adjustments within our Studios division. We have decided to halt development on Perfect Dark and Everwild, in addition to terminating several undisclosed projects. Consequently, we will also be shutting down The Initiative studio. These changes, among others, are part of a larger realignment aimed at optimizing our resource distribution and setting our teams up for sustained success in a rapidly evolving industry. These were not easy decisions, given the years of hard work, creativity, and dedication each project and team has demonstrated.
Our strategy for our overall portfolio remains consistent: to develop games that captivate our players, expand our major franchises, and craft new narratives, universes, and characters. Currently, we have over 40 projects in active development, maintain strong momentum on titles set for release this fall, and have a robust lineup planned through 2026.
For those employees affected by these changes, we are collaborating closely with HR and studio leaders to provide support. This includes severance packages, career transition assistance, and where feasible, opportunities to apply for positions within other teams.

Perfect Dark was notably absent from Microsoft’s June 2025 showcase, despite having premiered a striking new trailer the previous year. This trailer highlighted gameplay from the first-person shooter and marked the return of the beloved character Joanna Dark.
The Initiative, established in 2018 by Xbox to guide Perfect Dark to its release, had collaborated with Crystal Dynamics, the developer behind Tomb Raider. Perfect Dark originally launched on the N64 in 2000, created by Rare, which remains unaffected by the recent cutbacks.

Today, we announce decisions that will affect our colleagues across the organization. In order to position Gaming for long-term success and focus on strategic growth areas, we will end or scale down certain business activities and align with Microsoft’s strategy of reducing management layers to enhance agility and efficiency. Out of respect for those affected today, specifics about these changes and any organizational adjustments will be communicated by your team leaders shortly.
I acknowledge that these changes occur at a time of unprecedented engagement in our games and platforms. Our future outlook for hardware and games is robust, thanks to the difficult decisions we’ve made in the past. The decisions we make today are crucial for ensuring future success, and central to our strategy is the discipline to prioritize our most promising opportunities. We will safeguard our thriving areas and focus our efforts where the potential is greatest, all while meeting the expectations set for our business. This targeted approach will allow us to deliver outstanding gaming experiences for many years to come.
Prioritizing opportunities is vital, but it does not diminish the gravity of this moment. The contributions of those affected by these changes are invaluable, and these decisions do not reflect on their talent, creativity, or dedication. Our current momentum is the outcome of years of committed work by our teams.
HR is actively working with employees affected by these changes to provide severance packages (consistent with local laws), which include compensation, healthcare benefits, and job placement services to aid in their transition. Employees whose positions have been eliminated are encouraged to apply for open positions within Microsoft Gaming, where their applications will receive priority consideration.

Since acquiring Activision Blizzard for $69 billion, Microsoft has significantly reduced its gaming workforce. In January 2024, 1,900 employees were laid off. This was followed by additional layoffs a few months later, including the closure of Redfall developer Arkane Austin and Hi-Fi Rush developer Tango Gameworks. In September 2024, Microsoft reduced its gaming staff by another 650. And in May of this year, a staggering 6,000 employees, or 3% of the entire workforce, were let go. Today marks the fourth round of layoffs in Microsoft’s gaming division within 18 months.
